Russian police arrest more than 1,000 in Moscow protest
MOSCOW -- Russian police cracked down fiercely Saturday on demonstrators in central Moscow, beating some people and arresting more than 1,000 who were protesting the exclusion of opposition candidates from the ballot for Moscow city council. Police also stormed into a TV station broadcasting the protest.
Police wrestled with protesters around the mayor's office, sometimes charging into the crowd with their batons raised. State news agencies Tass and RIA-Novosti cited police as saying 1,074 were arrested over the course of the protests, which lasted more than seven hours.
Along with the arrests of the mostly young demonstrators, several opposition activists who wanted to run for the council were arrested throughout the city before the protest. Alexei Navalny, Russia's most prominent opposition figure, was sentenced Wednesday to 30 days in jail for calling an unauthorized protest.
The protesters, who police said numbered about 3,500, shouted slogans including "Russia will be free!" and "Who are you beating?" One young woman was seen bleeding heavily after being struck on the head.
Helmeted police barged into Navalny's video studio as it was conducting a YouTube broadcast of the protest and arrested program leader Vladimir Milonov. Police also searched Dozhd, an internet TV station that was covering the protest, and its editor-in-chief, Alexandra Perepelova, was ordered to undergo questioning at the Investigative Committee.
Police eventually dispersed protesters from the area of the mayor's office, but many demonstrators reassembled at a square about a kilometre (half-mile) away, where new arrests began, with police beating some to the ground with wide truncheon swings while other demonstrators tried to push them away.
Before the protest, several opposition members were detained, including Ilya Yashin, Dmitry Gudkov, Lyubov Sobol and top Navalny associate Ivan Zhdanov. All were released later in the day; Zhdanov and Sobol went to the relocated protest and were detained again.
There was no immediate information on what charges the detainees might face.
Once a local, low-key affair, the September vote for Moscow's city council has shaken up Russia's political scene as the Kremlin struggles with how to deal with strongly opposing views in its sprawling capital of 12.6 million.
The decision by electoral authorities to bar some opposition candidates from running for having allegedly insufficient signatures on their nominating petitions had already sparked several days of demonstrations even before Saturday's clashes in Moscow.
The city council, which has 45 seats, is responsible for a large municipal budget and is now controlled by the pro-Kremlin United Russia party. All of its seats, which have a five-year-term, are up for grabs in the Sept. 8 vote.

I went to the Bakery shop to have a causal afternoon tea break. I ask the lady owner how is the Dogie Coco i meet last year. Because he is his good friend..Then the owner come within half an hour with Coco. As soon as Coco come in the bakery shop, he just walk right into me and let me hold him up and give me a kiss. U.K. says seizure of vessels by Iran's Revolutionary Guard 'completely unacceptable'
Iran's Revolutionary Guard said it captured British oil tanker Stena Impero in the Persian Gulf on Friday after Britain seized an Iranian vessel earlier this month, further raising tensions along a vital international oil shipping route.
British Foreign Secretary Jeremy Hunt said said Iran's seizure of the Stena Impero — as well as a Liberian-flagged vessel that was boarded by armed personnel in the Strait of Hormuz — was "completely unacceptable" and called for freedom of navigation in the Gulf.
"We will respond in a way that is considered but robust," Hunt said. "We are not looking at military options, we are looking at a diplomatic way to resolve the situation but we are very clear that it must be resolved.
"If freedom of navigation is restricted Iran is the biggest loser, it is in their interests to resolve this situation as quickly as possible."
Hunt said he had spoken to U.S. Secretary of State Pompeo to discuss the situation, and expected to speak to his Iranian counterpart Mohammad Javad Zarif, who he said was currently on a plane.
The U.S. military said that unarmed surveillance aircraft were in international airspace, monitoring the Strait of Hormuz and had been in contact with U.S. ships in the area.
"We have patrol aircraft operating in international airspace monitoring the situation within the Strait of Hormuz," said Lt.-Col. Earl Brown, a U.S. Central Command spokesperson.
"U.S. Naval Forces Central Command has been in contact with U.S. ships operating in the area to ensure their safety," Brown said.
Stena Bulk and Northern Marine Management said in a statement that the British vessel was approached by unidentified small craft and a helicopter while the vessel was in international waters in the strait.
The Revolutionary Guard's website, sepahnews.com, said the British tanker was seized Friday by Revolutionary Guard forces for "non-compliance with international maritime laws and regulations" and has transferred the vessel to an Iranian port.
The report did not elaborate what port it was transferred to. IRNA, Iran's state news agency, said the tanker had turned off its tracker and ignored warnings.
The Stena Impero's British operator, however, said the vessel was in full compliance with all navigation and international regulations.
There are 23 people aboard and there have been no reported injuries, according to the statement from Stena Bulk and Northern Marine Management.
"The priority of both vessel owner Stena Bulk and ship manager Northern Marine Management is the safety and welfare of the crew," the statement read.
An Iranian news agency said the other tanker, the Mesdar, had not been seized but had been issued a warning. Its British operator, Norbulk Shipping, said the Liberian-registered vessel had been boarded by armed personnel and it was for a while unable to contact the vessel.
"Communication has been re-established with the vessel and master confirmed that the armed guards have left and the vessel is free to continue the voyage. All crew are safe and well," it said.
'Nothing but trouble'
Hunt said Britain's ambassador in Tehran was in contact with the Iranian Ministry of Foreign Affairs to resolve the situation and that Britain was working closely with international partners.
U.S. President Donald Trump said Iran is "nothing but trouble," but added that he thinks that the standoff with Tehran will eventually work out "very nicely."
Speaking to reporters at the White House, Trump said "Iran is showing their colours" with the seizures. He said "Iran is in big trouble right now" because its economy has been crippled by economic sanctions and said it would be easy to straighten out the problem, or to make it worse.
Relations between Iran and the West have been increasingly strained after Britain seized an Iranian tanker in Gibraltar on suspicion of smuggling oil to Syria in breach of European Union sanctions.

TOKYO – A man shouted “Die!” as he sprayed a flammable liquid throughout an animation studio in Japan on Thursday and set the building alight, killing 33 people and making it the nation’s worst mass killing in 18 years.
A series of explosions triggered an inferno that swept through the three-storey workspace, leaving many of its occupants unconscious and injured, emergency services said.
Footage showed smoke billowing from the complex on the outskirts of Kyoto as rescue workers rushed to the scene.
The suspect, a 41-year-old man, was in police custody and was being treated for his injuries in a hospital, officials said.
A Japanese fire official said at least 33 people were confirmed or presumed dead, the Associated Press reported. Many bodies were found on the top floor, some collapsed on the stairs leading to the roof, the report said.
Naoyuki Takao, deputy chief of the Kyoto police investigative department, said the fire had taken hold immediately after the man ignited what appeared to be gasoline.
At least 36 people were injured, about 10 of them seriously, said Kyoto City Fire Department official Takashi Miyata. About 70 people were inside the complex when the blaze erupted, he said.
“Fire department workers have been trying to rescue them from the building,” Miyata said.
It took firefighters about five hours to contain the blaze, the Kyodo news agency reported.
On Twitter, Japanese Prime Minister Shinzo Abe described the attack as “too appalling for words” and expressed condolences to the victims.
The blaze broke out around 10:30 a.m. at a three-storey studio of Kyoto Animation Co.
Kyoto Animation was founded in 1981. In addition to making animation, it publishes novels, comics and visual books, designs characters, and manages a school, according to its website.

WASHINGTON — A U.S. warship on Thursday destroyed an Iranian drone in the Strait of Hormuz after it threatened the ship, U.S. President Donald Trump said. The incident marked a new escalation of tensions between the countries less than one month after Iran downed an American drone in the same waterway and Trump came close to retaliating with a military strike.

Iran rejects suggestion its missile programme is negotiable
Iran has rejected suggestions it is willing to discuss its missile programme with the US.
A spokesman for Iran's UN Mission said the weapons "are absolutely and under no condition negotiable".
His denial comes after Foreign Minister Mohammad Javad Zarif suggested in an interview the missiles could be up for discussion if sanctions are lifted.
The US unilaterally withdrew from a landmark 2015 nuclear deal last year and reimposed tight restrictions.
In response, Iran announced in July it has surpassed limits on enriched uranium imposed in the agreement. The country insists it is not trying to build nuclear weapons.
What did Iran say?

The British navy intervened to stop Iran from blocking a commercial oil tanker leaving the Persian Gulf, heightening friction just as European nations scramble to salvage a landmark nuclear accord with the Islamic Republic.
The BP Plc-operated British Heritage, which can carry as much as 1 million barrels of oil, was attempting to pass through the Strait of Hormuz, a shipping chokepoint at the mouth of the world’s largest oil-producing region, when three Iranian vessels tried to impede it, according to a U.K. government statement. Iran denied the charge.
The incident marks an escalation in a row that started after U.K. forces seized a tanker off Gibraltar earlier this month that was suspected of carrying Iranian oil to Syria. Iran denied the vessel was heading to Syria and vowed to retaliate. Britain’s action opened up a wrangle that could drag on for months and complicate efforts to contain a brewing crisis over Iran’s compliance with a 2015 deal meant to prevent it from developing a nuclear weapon.
The Royal Navy’s HMS Montrose, which was escorting the tanker, “was forced to position herself between the Iranian vessels and British Heritage and issue verbal warnings to the Iranian vessels, which then turned away.” The incident took place in international waters, the Defense Ministry said.
“We are concerned by this action and continue to urge the Iranian authorities to de-escalate the situation in the region,” the statement said.
Iran’s Revolutionary Guard Corps denied trying to impede the British tanker but said its forces could act fast if ordered to do so. “If it receives an order to seize foreign ships, naval forces can act fast, with determination and without hesitation within the geographic scope of its mission,” the semi-official Fars news agency reported.

Benchmark Brent crude was 37 cents higher at $67.38 a barrel in London trading at 11:12 a.m. local time. Oil has been rallying since the middle of last week as tensions surrounding Iran stoke concerns crude flows may be disrupted.
The British Heritage was able to pass safely through the Strait of Hormuz and was now sailing along the Omani coast, according to tanker tracking data compiled by Bloomberg.
Thursday’s developments spotlight, however, the mounting risks to shipping in a region that exports about a third of all seaborne petroleum. BP had been keeping the British Heritage empty inside the Gulf, near Saudi Arabia, rather than risk its seizure by Iran in a tit-for-tat retaliation, a person familiar with the matter said Monday.
Six tankers have been attacked outside the Gulf since early May, with the U.S. blaming Iran for the incidents, a charge Tehran denies. Insurance costs for covering tankers and their cargoes jumped as much as tenfold in the wake of the incidents. Some owners were initially wary of sending vessels to the region, although that reticence appears to have subsided.
The prospects of a showdown between the U.S. and Iran have spiked since the Trump administration quit the multiparty nuclear accord with Iran a year ago and re-imposed sanctions. In early May, the U.S. tightened penalties on buyers of Iranian oil prompting Iran to begin scaling back its commitments under the deal.
Iran said this week it’s enriching uranium beyond the agreed cap and would gradually roll back compliance unless European signatories find ways to ensure it can sell its oil and access the global financial system.

Air Canada passengers describe chaos after 37 injured in turbulence
An Air Canada flight en route to Australia was forced to make an emergency landing in Hawaii after dozens of passengers were injured during intense turbulence.
Health officials in Honolulu said 37 people on board suffered injuries in the incident, nine of which are considered serious. Thirty patients were rushed to local hospital, including flight crew, children and elderly passengers.
Those on board described a terrifying scene in which the plane suddenly dropped with only a few seconds of warning, flinging passengers and crew across the cabin. Officials said victims sustained head lacerations and neck, back and head injuries.
The plane was travelling from Vancouver to Sydney when it encountered unexpected turbulence just west of Hawaii on Thursday morning, Air Canada said.
Flight AC033 then made an unscheduled stop at Daniel K. Inouye International Airport in Honolulu at 6:45 a.m. local time, where six ambulances and 50 first responders were on scene.
Passenger Michael Bailey told CTV News that when the turbulence started “a lot of people hit the ceiling” and began screaming. He said the captain warned passengers just seconds before the turbulence hit.
“It must have dropped like, 100 feet or something because everyone went up to the ceiling throughout the plane. It was pretty scary,” he said.
Bailey added that a girl hit the overhead compartment and broke it from the force, and that a flight attendant working in the aisle was injured after a trolley fell on top of them.
Another passenger said it felt like the plane “whipped in the air.” Fellow passenger Lachlan Coffee said he felt like the plane was going to crash.
“It was like a scene from a movie,” he said. “It was really traumatic.”
Jim Howe, director of the Honolulu Emergency Services Department, described the rapid response as the perfect representation of Hawaii’s “aloha spirit.”
“No lives lost and we’re very, very pleased with the outcome,” he said.
He added that most patients have been able to be in touch with family members on their personal phones.
An Air Canada spokesperson told CTV News that they were making arrangements for passengers including hotel accommodations, meals and travel options.
Aviation analyst Phyl Durdey told CTV News Channel that “this area is known for turbulence.”
He explained planes are designed to “take a lot of abuse” but he said injuries can come when passengers’ seatbelts aren’t securely fastened.
When the plane hits unexpected turbulence “(people) hit the overhead bins and that’s why you see so many people with neck injuries (and) head injuries because those people weren’t wearing their seatbelts.”
Durdey stressed how “vitally important” it was for passengers to have their seatbelts on during the entire flight.

Toddler suffers fatal fall on cruise ship
A one-year-old girl apparently slipped from her grandfather's hands and fell to her death from the 11th storey of a cruise ship docked in Puerto Rico, police said Monday.
Police Sgt. Nelson Sotelo told The Associated Press that the family of the child will remain in the U.S. territory until the investigation is complete. He said officers have not been able to interview any relatives yet.
"They're in shock," he said.
Authorities said the girl was travelling with her parents, two siblings and two sets of grandparents aboard the Freedom of the Seas, which docked in Puerto Rico on Sunday after a weeklong trip through the Caribbean.
The death occurred Sunday afternoon at the Panamerican dock in the capital of San Juan.
Sotelo said the toddler's maternal grandfather, Salvatore Anello of Valparaiso, Ind., is under investigation. He said the rest of the family is from Granger, also in Indiana.
The police chief of South Bend, Ind., Scott Ruszkowski, confirmed to WSBT television that the girl was the daughter of Officer Alan Wiegand, and the department issued a statement saying it "asks the community to pray for the entire Wiegand family as they grieve and to respect their privacy."
Ruszkowski disputed the statement issued by Puerto Rico police that the girl was being held out of a window.
Puerto Rico Ports Authority spokesperson Jose Carmona told AP that the family was gathered in or near a dining hall on the 11th floor and that the grandfather sat the toddler on the edge of a window. He said officials are investigating whether the window was already open or someone opened it.
Royal Caribbean Cruises called it a tragic incident and said the company was helping the family. A spokesperson said the ship departed Puerto Rico on Monday for St. Maarten on a new itinerary and declined further comment.

Months of aftershocks could follow California quake
IDGECREST, Calif. -- Officials in Southern California expressed relief Saturday that damage and injuries weren't worse after the largest earthquake the region has seen in nearly 20 years, while voicing concerns about the possibility of major aftershocks in the days and even months to come.
No fatalities or major injuries were reported after Friday night's 7.1-magnitude earthquake, which jolted an area from Sacramento to Mexico and prompted the evacuation of the Navy's largest single landholding, Naval Air Weapons Station China Lake in the Mojave Desert.
The quake struck at 8:19 p.m. Friday and was centred 11 miles (18 kilometres) from Ridgecrest, the same area of the desert where a 6.4-magnitude temblor hit just a day earlier. It left behind cracked and burning buildings, broken roads, obstructed railroad tracks and leaking water and gas lines.
he light damage was largely due to the remoteness of the area where the earthquake occurred, but Gov. Gavin Newsom cautioned after touring Ridgecrest that "it's deceiving, earthquake damage. You don't notice it at first."
He estimated more than $100 million in economic damages and said President Donald Trump called him to offer federal support in the rebuilding effort.
"He's committed in the long haul, the long run, to help support the rebuilding efforts," Newsom said of Trump.
Only 28,000 people live in the Ridgecrest area, which is sandwiched between more populated areas of Southern California and Las Vegas' Clark County. But seismologists warned that the area could see up to 30,000 aftershocks over the next six months.
April Hamlin said she was "already on edge" when the second quake rattled her Ridgecrest home. She and her three kids initially thought it was another aftershock.
"But it just kept on intensifying," she said. "The TV went over, hanging by the cord. We heard it break. We heard glass breakage in the other rooms, but all we could do was stay where we were until it stopped."
With the possibility of aftershocks and temperatures forecast to reach 100 degrees (38 Celsius) over the next several days, officials were taking precautions.
The California National Guard was sending 200 troops, logistical support and aircraft, Maj. Gen. David Baldwin said. The Pentagon had been notified, and the entire California Military Department was put on alert, he said.
Naval Air Weapons Station China Lake said in a Facebook post that nonessential workers were evacuated and operations halted. The epicenters of both quakes were on the base, and officials said they are continuing to assess damage. Officials said most employees live off the base and in Ridgecrest, but they authorized the evacuation so those who live on base can be eligible for reimbursements.
The California Office of Emergency Services brought in cots, water and meals and set up cooling centres in the region, Director Mark Ghilarducci said.
State highway officials shut down a 30-mile (48-kilometre) section of State Route 178 between Ridgecrest and the town of Trona southwest of Death Valley because of a rockslide and severe cracking. The move left Trona temporarily cut off. California Department of Transportation spokeswoman Christine Knadler said crews worked through the night to patch the roadway, but it remained rough and uneven.
Ron Mikulaco, 51, and his nephew, 23-year-old Brad Fernandez, stood on 178 on Saturday looking at the cracks. The pair drove from Huntington Beach, about 170 miles (274 kilometres) southwest of Ridgecrest. Mikulaco, an amateur geologist, wanted to show his nephew "the power of Mother Nature," and they had the epicenter's latitude and longitude co-ordinates ready.
"We put that in the GPS, and we'll get as close as we can," Fernandez said.
In Ridgecrest, local fire and police officials said they were initially swamped by calls for medical and ambulance service. But police Chief Jed McLaughlin said there was "nothing but minor injuries such as cuts and bruises, by the grace of God."
Two building fires -- one involving a mobile home -- were quickly doused, McLaughlin said, and natural gas lines where leaks were reported were shut off.
When asked to describe what he has been going through in the past two days, the chief said: "Grief, shock and then, for me, pride in what I've seen from here, my people. It's been a vast range of emotions, and I think the whole community's going through that."
In Trona, a town of about 2,000 people considered the gateway to Death Valley, fire officials said up to 50 structures were damaged. San Bernardino County Supervisor Robert Lovingood said FEMA delivered a tractor-trailer full of bottled water because of damage to water lines. Newsom declared a state of emergency for the county.
Julia Doss, who maintains the Trona Neighborhood Watch page on Facebook, said the only food store in town is a Family Dollar store that was shuttered Saturday.
"The only way to get food is to drive to Ridgecrest, and with only three gas stations in town I'm worried we may soon run out of fuel," Doss said.
Antoun Abdullatif, 59, owns liquor stores and other businesses in Ridgecrest and Trona.
"I would say 70% of my inventory is on the floor, broken," he said. "Every time you sweep and you put stuff in the dust bin, you're putting $200 in the trash."
But he has stopped cleaning up, believing another earthquake is on the way.
Lucy Jones, a seismologist at the California Institute of Technology and a former science adviser at the U.S. Geological Survey, said the new quake probably ruptured along about 25 miles (40 kilometres) of fault line and was part of a continuing sequence. The seismic activity is unlikely to affect fault lines outside of the area, Jones said, noting that the gigantic San Andreas Fault is far away.
Egill Hauksson, another Caltech seismologist, said later in the day that scientists believe the continuing sequence could produce more than 30,000 quakes of magnitude 1 or greater over six months. He said the probability of a magnitude 7 over the next week is about 3%, but one or two magnitude 6 quakes are expected.
